This guy is a pretty tricky to get too: Star at coordinate 84,19 (/tloc 84,19 if you have COSMOS). Start at Tarren Mill. Go directly East to the base of the mountains (coor 75,24). This is the begining of a barely visible dirt path that traverses up the mountain that leads to a cave. Go Through the cave and continue on to the castle ahead. Upon entering the castle, take the staircase into the basement to find your vendor.
